Jobs Description

To lead innovation and manage continuous process improvement and the design of multi-faceted business process solutions across the business process management life cycle of Trusts. To provide insight and ensure compliance with all new and proposed legislation (including influencing legislation) to achieve sustainable business results in support of the enterprise strategy.

EDUCATION AND EXPERIENCE

Education/ Qualifications (minimum requirements and desirable): B.Tech / B.Eng / B.Sc./CA/law. Preference will be given to Industrial Engineering, Mechanical Engineering and Chemical Engineering qualifications (with in-depth know how of systems /design thinking and implementation) or CA/Law with Trust qualification

Relevant YEARS OF Experience (minimum requirements and desirable) 5 Years’ experience in engineering at Senior Management level

Experience in product development, process and systems enhancements or

CA/Law with knowledge and experience in Trusts

OUTPUTS:

Influence the legislative direction of the Trust products and its end-to-end process value chain and to facilitate the implementation of legal changes and other enhancements;
Research and benchmark the Trust product and process best practices and trends;
Conceptualise, formulate and socialise the Trust product strategies and influence the SARS enterprise strategy relating to this product;
Engage with key stakeholders to understand the Trust product and processes from the perspective of taxpayers and other stakeholders;
Envisage the future of the Trust product and processes;
Monitor, analyse and identify product gaps and areas for improvement for the Trust product;
Direct and assume accountability for the design of standardised Trust product and process functions and features (enhancements and APP initiatives);
Direct and assume accountability for the design of the Trust product, policies and procedures;
Draft Trust product and process initiative proposals and business cases;
Monitor, analyse and identify product gaps and areas for improvement for the Trust product;
Conduct revenue analysis and reporting for the Trust products;
Develop Trust Skills where required and
Monitor product and process performance, benefit realisation and compliance

Ensure the development and implementation of multiple practices in alignment with operational policy and procedural frameworks.
Identify and recommend opportunities to continuously improve all functions and systems in line with national, regional and organisational changes
Plan for handling work outputs, pull together interdependent activities and specify priorities, standards & procedures to ensure tactical excellence.
Proactively identify interconnected problems, determine its impact and use this to develop best fit alternatives; driving best practice solutions.
Provide periodic reports on performance against plan & progress on short-term initiatives & use to realign tactical plan and objectives appropriately.
Use the insights gained through integrated business reports to measure success & realign tactical strategy development objectives appropriately.
Recommend changes to optimise processes, systems, policies and procedures, and direct the implementation of change and innovation initiated by the organisation.
Manage multiple internal Executive stakeholders and external industry leaders/innovators.
Manage the design of multilayer solutions (strategy to lowest level detail) to complex enterprise problems.
Manage complex and integrated multifunctional analysis of complex problems.
Provide inputs into the enterprise strategy and translate this into innovative ideas / solutions to solve complex enterprise focus areas / problems.
Provide periodic revised legislative impact reports to give insight to Business, in order to prioritise strategic and short-term initiatives and utilise to realign APP plan.
Conduct impact analyses against business processes and provide insight to business in order to make informed decisions.
Assess the impact of all new and proposed legislation on SARS and its business operations Interpret, simplify and convey complex problems/ concepts (of technical and legal nature).
Partner with next level managers & specialists in process design and compliance to promote organisational policy & related integration requirements.
Regularly report on the scope and detail of developments and provide advice on the scope and impact of changes.

Practically inter alia to:

Develop skills and capability across the Trust value chain-conduct a detailed needs analysis , obtain approval and implement
Establish regional Trust Operational Teams

Establish interim processes to:

Validate Trust instruments at registration
Clean-up the Trust register manually
Resolve Trust queries via Direct Channel
Co-ordinate all internal and External training Initiatives, update websites, develop training manuals etc.
Modernisation of systems and processes applicable to Trust including automated registration and deregistration processes, automated filing and post filing processes. Implement Trust Legal changes, Develop and Implement all third party data interfaces (MOHC, Deeds, AEOI, IT3T etc.) Continuous enhance applicable Trust processes, Develop and Implement a smart IT12T return, ensure that all internal and external data support smart compliance risk management etc.

Research and Benchmarking, Update and maintenance of all SOPS, Guides etc. Advise on Legislative amendments, conduct in-depth data analytics across the compliance value chain and recommend improvement measures, forecast and monitor revenue, provide the necessary inputs into Peer Reviews and other studies, draft inputs to all internal committees and steercoms etc.

FINANCIALImplement and monitor financial control, management of costs and corporate governance in area of specialization.
Monitor planned vs. actual budget, minimize expenditure and report on cost efficiency.
